Construction Traffic Management Plans (CTMP / TMP)
A construction traffic management plan sets out how traffic, pedestrians and site vehicles will be managed safely during building works — so your project stays compliant and keeps moving.
What it is
A construction traffic management plan is the document that shows how a construction project will manage its effect on the surrounding road and footpath network — deliveries and site access, pedestrian safety, parking and lane occupation, and staging — for the duration of the works. It is the plan councils and authorities rely on to be satisfied that the works won't create unsafe or unreasonable disruption. A quick note on terminology matters here (see the FAQ): “CTMP” is most common in New South Wales; in Victoria, construction-phase traffic is generally managed through a Traffic Management Plan (TMP), and the City of Melbourne uses a Construction Traffic Impact Assessment (CTIA) for major projects.
When you need it
You need one when construction will affect the public road or footpath network — occupying a lane or footpath, generating truck movements to and from site, requiring crane or concrete-pour set-downs, or changing pedestrian and cyclist movements around the site. It's commonly a condition of a planning permit, a building permit, or a road-occupation/works approval.
Who requires it
Local councils and road authorities require it as a condition of works that affect their network; builders, civil contractors, project managers and developers commission it to satisfy those conditions and to run the site safely.

Standards, guidelines & authorities
Plans are prepared with reference to the relevant framework for your jurisdiction — in Victoria, the Road Management Act 2004 and AS 1742.3 (Manual of uniform traffic control devices — Traffic control for works on roads), and the specific council's requirements (for example, the City of Melbourne's CTIA process); in Queensland, TMR's requirements and the relevant council conditions. Frequently asked questions
They're related but not interchangeable. A CTMP (Construction Traffic Management Plan) is the New South Wales term for the overall construction-traffic document; in Victoria the equivalent is generally a TMP (Traffic Management Plan) under the Road Management Act 2004; the City of Melbourne uses a CTIA (Construction Traffic Impact Assessment) for major works. A TGS (Traffic Guidance Scheme) is the detailed on-road, worksite signage-and-devices drawing prepared for actually setting up the site — a different, more granular document. We prepare the right document(s) for your jurisdiction and explain which you need.
If your construction will affect the public road or footpath — truck movements, lane or footpath closures, crane set-downs, altered pedestrian routes — you almost certainly do, and it's usually a permit condition. If all works and vehicle movements stay within your private site, you may not. We can confirm quickly.

No. Arcvia is a traffic engineering and planning consultancy — we prepare the plans and the engineering behind them. We are not a traffic-control company and do not supply on-road crews, signage hire or equipment; where you need those, they're arranged separately by a traffic-control provider working to the plan.
