Servicing Victoria and Queensland. Victoria is Arcvia's primary market, and we work across the state — metropolitan Melbourne, the growth corridors, and regional Victoria. We are a service-based practice: we bring the right engineering team to your project wherever it is in Victoria, and assemble each team around the needs of the engagement.
Regulatory and authority context
Victorian transport approvals sit within a specific framework, and getting it right is much of the work.
Planning permits and the Victoria Planning Provisions
Most development transport work supports a planning permit assessed by the local council as responsible authority, against the Victoria Planning Provisions. Car parking is governed by Clause 52.06, which was significantly reformed by Amendment VC277 (in effect from 18 December 2025): statutory car parking rates now vary by location using Car Parking Requirement Maps based on public transport accessibility, and a car parking demand assessment is the mechanism to vary from those rates (verified 2026-07-31). Bicycle facilities are covered by Clause 52.34.
The state road authority — DTP (formerly VicRoads)
Where a development affects a road managed by the Department of Transport and Planning (DTP, formerly VicRoads), DTP acts as a referral authority in the permit process, with specific requirements for access, sight distance and traffic impact. As a determining referral authority on its roads, its position carries real weight — so proposals affecting state roads need to be prepared to its expectations.
Road safety audits
Audits on the state-managed network operate within the DTP framework. The Victorian Road Safety Auditor Register is managed by Austroads (from early in the 2025/26 financial year), with DTP retaining responsibility for the accreditation program (verified 2026-07-31).
Construction-phase traffic
In Victoria this is generally managed through a Traffic Management Plan (TMP) under the Road Management Act 2004 and AS 1742.3 — note this differs from the “CTMP” term common in New South Wales, and the City of Melbourne uses a Construction Traffic Impact Assessment (CTIA) for major works.
