Haulage Management Plans
A haulage management plan sets out how heavy-vehicle haulage — for a project, quarry, mine or major earthworks — will be routed and managed to protect safety and the road network.
What it is
A haulage management plan governs how heavy-vehicle haulage associated with a site or project is managed — the routes, the volumes and timing of truck movements, the safety measures, and the mitigation of impacts on other road users and the road itself. It's commonly required for quarries, mines, major earthworks, waste and materials movements, and large construction projects with sustained truck traffic — and it's a core part of our Queensland resources work.
When you need it
You need one where a project generates significant, sustained heavy-vehicle haulage on the public road network — extractive industries, resources projects, large-scale earthworks and fill movements, and major construction. It's frequently a condition of approval and a requirement of the road manager.
Who requires it
Councils and road authorities (as a condition and as road managers), resources and heavy-vehicle operators, quarry and extractive operators, and civil and infrastructure contractors — particularly in Queensland.

The haulage route(s) and their suitability for the vehicles (geometry, capacity, structures, sensitive locations); the volume and timing of movements; safety at accesses, intersections and along the route; interaction with other road users and communities; road wear and any required treatments; and the management, monitoring and mitigation measures needed.

A haulage management plan setting out approved routes, movement management, safety and mitigation measures, and monitoring — supported by the necessary route and heavy-vehicle assessment — written to satisfy the road manager and to be workable for the operator.

Prepared with reference to the relevant Austroads geometry and heavy-vehicle guidance, the applicable Australian Standards, the road manager's requirements, and the relevant heavy-vehicle regulatory framework (including National Heavy Vehicle Regulator requirements where restricted-access or over-dimensional vehicles are involved). We confirm the applicable references and the road manager's expectations at scoping.
